I request that the Federal Energy Regulatory Commission (FERC) deny Mountain Valley Pipeline's request to amend the Certificate of Public Convenience and Necessity.
In an environmental assessment (EA), FERC staff recommends approval for MVP to bore under 183 streams and wetlands. However, that EA fails to adequately address some of the most vital issues and an approval based on the analysis would be arbitrary and capricious and not in the public interest.
1. FERC has never fully accounted for the greenhouse gas emissions to which this pipeline would contribute. Recent catastrophic weather events tied to climate change make the dire need for an honest approach by FERC to these issues for important than ever before.
2. Conditions have changed drastically since FERC granted the Certificate in 2017. Changing markets and other factors make it clear that the transmission of gas through this pipeline is not needed to meet predictable needs and is not in the public's best interest.
3. Given the complexity of this proposal and the risks it poses to humans and the environment, FERC must prepare an environmental impact statement (EIS). The EA's analysis is grossly incomplete and inaccurate.
